| THOSE IN ATTENDANCE: Board Directors: Commissioner Bob Beerbower, Commissioner Jim Eddy, Commissioner Jack Thompson, Steve Poler, John VanDijk, and Art Tanner Guests: Bob Esposito, Randy Lehr, Kirk Hanson, Mike Daniels, and Michael Katterman Staff: Tami Garrow, Art Blauvelt, Michael ODay, Joel Rett, Stan Ratcliff, Ross Read and Sandi DeLoe REGULAR BUSINESS: 1. ROLL CALL: Vice Chairman Steve Poler called the meeting to order at 12:00 p.m. Ron Rogstad did not attend due to other commitments. Steve Poler called for a one hour recess for executive session. 2. EXECUTIVE SESSION: Steve Poler announced that there would be a recess for an executive session for one hour to discuss the lease or sale of property; and litigation or agency enforcement with legal counsel. No action will be taken in the executive session. At the conclusion of the executive session the Board will reconvene for the regular board meeting. The meeting reconvened at 1:00 p.m. 3. CORRESPONDENCE: - Letter dated 2/13/07, from the City of Hoquiam requesting support of the Washington State Department of Transportations Special Projects Construction site to be located in Hoquiam. - Letter dated 3/16/07, from Northwest Housing Development seeking eligible families to build their own homes, federally funded by USDA Rural Development, in the City of Oakville and Grand Mound. - Letter dated 3/15/07 from the Grays Harbor Economic Development Council seeking committee member participation. 4. PRESENTATION: - Michael Katterman of AHBL presented a PDA board briefing and a Master Plan Update. He outlined the project schedule, draft master plan status, and the next steps, then held a Question and Answer discussion. He presented an overview of planning areas, land use categories, policies and regulations, infrastructure evaluation, parcelization, environmental review and implementation. - Kirk Hanson of Northwest Natural Resources Group (NNRG) spoke of his organizations approach to assisting landowners in managing forests for the 21st century. He noted the benefits of managing forests to meet Forest Stewardship Council (FSC) certification standards, to help landowners recognize and act upon the diverse opportunities present in their forests - Randy Lehr, Director of Natural Resources at Grays Harbor College talked about how the Colleges Natural Resources Program could assist in developing and carrying out a comprehensive forest management plan using college students in a living, learning laboratory environment. 5. ACTION ITEMS: - Approval of the February 20, 2007 Board Meeting Minutes A motion was made, seconded and approved with all Board members voting in favor. - Approval of Resolution 2007-06, Authorizing Applicant Agent and Alternate Applicant Agent for FEMA December Windstorm Damage A motion was made, seconded and approved with all Board members voting in favor. - Approval of Resolution 2007-07,Demonstrating Support for the Selection by Washington State Department of Transportation (WSDOT) of the Port of Grays Harbors IDD-1 Site in Hoquiam A motion was made, seconded and approved with all Board members voting in favor. - Approval to Pay Expenditures A motion was made, seconded and approved with all Board members voting in favor. - Review of February 2007 Financial Statements and Investment Report A motion was made, seconded and approved with all Board members voting in favor. NOTE: The Finance committee meets prior to each Board meeting to review all expenditures, financial statements and the investment reports. 6. REPORTS: - Maintenance Update Ross Read Increased frequency of potable water sampling for Department of Health due to heavy rain conditions Cleared fence along OfficeMax property for security issues Maintenance performed on rolling stock; Lo-Ed and Backhoe Extended West Park fiber to Warehouse 15 and Chlorinator Building Set up phone and data for new Enterprise Building tenant Assisted Hoquiam School District with data connections Continue to replace gate locks due to security issues Working on insulation as time allows for existing tenant Managing Sewage Treatment Plant for exceeding limits for Total Suspended Solids (TSS) and Biochemical Oxygen Demand (BOD) as a result of solids washout and upset conditions occurring February 19th and 20th - Services Update Stan Ratcliff Working with NW Laborers Training Trust Fund for weekly training Also working with Operating Engineers group for forklift training scheduled for March 7th Working with Pacific Mountain Workforce Development Council, through Grays Harbor College to pursue training center project Working with contractors for improving fencing for security - Projects Update Joel Rett Met with CH2M Hill for Industrial Wastewater Study in choosing options; putting together standards for flow volumes depending upon types of industries to locate at the Park; permitting will take about one year Met with KPFF and BMT to determine requirements and structural impacts of removing columns in the Turbine Building Received Barge Slip Study from Pacific International Engineering; Joel explained the requirements for use, cost and the permitting process Working with FEMA to answer questions on the Keys Road Well project Administration Building elevator project is approximately 60% complete - Board Member Update - Jack Thompson Attended Building a Sustainable Grays Harbor conference; met the site selector who participated in our Charrette; he is involved with food processing companies and related manufacturers and will keep the Satsop Development Park in mind Traveled to Washington DC; met with representatives for Congressmen Norm Dicks and Brian Baird, Senators Murray and Cantwell; discussed training opportunities for Center of Excellence - CEO Update Tami Garrow Received several leads on the Flex-Tech Building from previous interested parties; requesting more workforce information from five-county area Worksource offices and EDCs Several leads for the spec warehouse building Signed a lease with J and H Timber Resources for the suite upstairs in the Enterprise Building Regional Training Center program is proceeding; assisting with another WIRED grant application for funding for the training center Attended the Building a Sustainable Grays Harbor Conference Attended WEDA conference on Olympia; met with Hargrove, Hatfield and Sheldon re:08 funds increase. Legislation is pending to increase this program to .10. Experiencing interest in collocation space Based on a request by the Board members at the last meeting, Tami presented a plaque to Jack Thompson for his years of service as Chairman of the Board of Directors for Grays Harbor Public Development Authority from 1998 to 2006. Commissioner Thompson served as Chairman of the Board of the PDA since its creation in 1998. 6. OLD BUSINESS: Capital Improvement Fund John VanDijk stated that the Finance Committee had discussed Resolution 2003-09 establishing a Capital Improvement Fund and made a motion to eliminate the fund. Art Tanner noted that funds were not isolated in a separate fund and seconded the motion to eliminate the fund. The motion passed with all Board members voting in favor. 7. NEW BUSINESS; None. 8. PUBLIC COMMENT: None. 9. ADJOURNMENT: At 3:30 p.m. with no further business to discuss, a motion was made to adjourn. The motion was seconded and approved with all Board members voting in favor.
